and posted on the MCPLA web site. Participants still needed.

MCPLA to contribute $6,365.50 (WSGA to measure fall/early spring) Brown Deer Patio and Cart Staging Area. Cost $12,731.00
MCPLA to contribute $2,731.00
Brown Deer tee yardage markers. Cost $1,998.00
MCPLA to use $1,000.00 credit as contribution.

New Business:
2016 Scheduling Meeting September 10, 2015 at the Currie National Clubhouse
beginning at 6:30pm. May have to reschedule the 2016 Arnold Walker Championship based on      the proposed date for the 2016 Symetra Tour event at Brown Deer GC.

Attending directors encouraged to solicit their MCPLA Clubs for interest in running for MCPLA officer position for 2016 and to notify one of the current officers of such interest.
The election will be at the October meeting.

John Haeflinger, President states that if re-elected to office for the 2016 season he plans to have monthly MCPLA meetings from February through October.

AS POSSIBLE.
2015’s Arnold Walker Tournament will go down in the books as one of the best I’ve had the pleasure of running. Conditions were great, weather was almost great, competition was great, and I had a great handful of volunteers. First and foremost, I would like to thank PGA Pro Andy Gieryn and his staff for the wonderful job they did not only during the tournament but in getting the course set up for us. The greens were awesome and course conditions were very good. If you get a chance to use your winnings at Oakwood I would encourage you to do so. Many thanks go out to the wonderful volunteers who helped keep things running smooth. Lou Patscot, Jay Anosov, Ken Lauffer, Rich Luczkowski, Karen Luczkowski, and John Haeflinger were a huge help and I thank you all. A special thank you to Arnold Walker for his help on the course Saturday all day and part of Sunday. His tireless effort is an inspiration to us all. I would also like to thank my wife Michelle for putting up with the many hours it takes to make this event happen.

Congratulations to Champion Bruce Henning, and flight champions Mark Best, Tom Zeinemann, and Rich Luczkowski. Everyone who cashed will be mailed gift card good at any of the County Pro shops for merchandise.

CAP FUND:
Recap per Treasurer's Report:
Per agreement, John Haeflinger had $3,030.00 (606 members x $5.00) transferred from MCPLA Operating Account to the Cap Fund for 2015 contribution. As it was voted NOT to have the MCPLA Clubs contribute we will not go back to the Clubs. Next year MCPLA Clubs will be billed as in the past.

2015 Cap Fund request as discussed at meeting July 20, 2015 and attended by MCPLA members Ken Lauffer, Bob Cohn, Mike Reister and John Haeflinger. Also in attendance Chet Hendrickson and Jon Ccanavan on behalf of Milwaukee county.

EVERGREEN GOLF CLUB, ELKHORN, WISCONSIN


The 40th Annual Challenge Match between MCPLA and NIMAGA will be held on Saturday, September 19, 2015, at Evergreen Golf Club in Elkhorn, Wisconsin. The Competition will be Match Play between teams from each Association. Details of the competition are set forth on the reverse side.


NIMAGA leads the Challenge Match Series 22 to 17. The 1987 and 1998 matches were halved. MCPLA won in 2001 and 2002, suffered a one point loss in 2003 and enjoyed victories in 2004, 2005, 2006, 2010, 2012, 2013 and 2014.

Please join a great team and help us bring home the trophy again this year.

Golf at Hidden Glen in Cedarburg / September 21, 2015
Open To All MCPLA Members

Kevin Kramp, the Head Golf Professional at Hidden Glen in Cedarburg,
has invited members of the MCPLA to golf at "his" course on Monday, September 21st.

Here are the details:
*Golf
*Cart
*Range Balls
*Lunch
*Prizes - Pro Shop Certificates
*Soda

 Date: Monday September 21st - I know most of us have day jobs but, since this is a private club, the date had to be a Monday. The greens will be aerated the day after Labor Day and should be in great shape by 9/21.

Place: Hidden Glen at Bentdale Farms in Cedarburg.
Time: Shotgun start somewhere between 9-10 am.
Field: Limited to 100 players.
Lunch: Will consist of assorted sliced bread, sliced ham, turkey, roast beef and salami; lettuce, tomato and onion tray; sliced cheese assortment; butter, mayo and mustard; pasta salad; chips; cookies and/or brownies; iced tea
and lemonade.

Format: Senior Stableford with low gross and low net winner(s).  Nice thing about this format is that we get to play our own ball and we will pick up once a double bogey has been attained in order to keep moving.

Beer/Wine: This is not included in the price, but will be available for purchase throughout the day.  It is expected that there will be beverage
carts on the course this day.

Cost: $100 per person

Payment Method: Make checks payable to Hidden Glen Golf Club and give them to your MCPLA Club President. 

Dress Code: Yes, there will be a dress code and that will be made available at a later date.  But, you can be pretty sure that it will be proper golf attire.

This is my fifth year as Tournament Director and I would like to thank the great work put in by our awesome volunteers – Starter Glen Jaeger, Scorers – John Haeflinger, Rich Luczkowski, Jay Anosov and spotters Bob Cristan and Dan Webb. These special people are a vital component of the Wisconsin Golf Community. My sincere thanks to all of them for the help in making this tournament a success.

Congratulations to our Senior Champion Bob Hillman and flight champions Tom Zellmer and Wayne Wagner. Currie proved to be a good test with excellent conditions, thick rough, wind, and challenging greens. My thanks to PGA Pro Scott Walecki and his staff for getting the golf course as good as it was considering the spring we have had. Scott was a huge help making this event run smoothly.

Meeting called to order at 6:30pm by Vice President Robert A. Cohn.
In attendance were officers and directors representing the following MCPLA clubs:

Motion Made, seconded and carried to approve the minutes from the February 3, 2015 MCPLA meeting.

The checkbook Is reconciled through April 30, 2015.
All received bills have been paid and all deposits made.
The County has given us the May team matches at the Spring Special rates resulting in a $5 savings for each golfer. The team treasurers will adjust future payments to reflect the savings. MCPLA pays after the event so we will pay the County the reduced rate. We need to thank Chet Hendrickson for taking care of this situation again this year.
The Cap Fund balance indicated does not include the $1,000 County “IOU” that was part of the Verti-Seed Spreader purchase in February, 2010. We should be able to use the CAP Fund for part of the cost of new tee markers at Brown Deer GC, Greenfield and Grant.

All courses to be re-rated in 2015.
Jon was able to withstand a barrage of questions and survived without further incident!! Conditions of greens early in the season, preparation of the courses prior to MCPLA events, comparative analysis with local private course conditions, etc.

Bob provided a brief update regarding the MCPLA Senior/Mid-Am.
WSGA Tournament will be held on September 21, 2015 at Wanaki and Naga-Waukee .

Future MCPLA meetings to be held at the Currie Park Clubhouse: August 4, September 1, October 6, 2015 beginning at 6:30pm.
Bob to work with WSGA regarding a training meeting to have someone at each Club trained on Blue Golf.
New Business:
In an effort to increase better participation at MCPLA events, Dale Somers, 2nd Team Captain at Grant has contacted “Positive Contact” to check on the possibility of digital filming a golf event (2nd Team?) in Milwaukee. The goal would be to produce an event (possible last 4 holes) to be aired on Milwaukee Public Access TV. After a brief discussion the suggestion was tabled due to lack of interest.
 Due to the excessive Cap Fund balance in the MCPLA checkbook account, a motion was made, seconded and carried to cease funding of the Cap Fund for 2015. Future funding to be discussed at the February, 2016 Budget Meeting.

$100 donation from MCPLA on behalf of Jack Kreger to the WPGA Jr. Foundation in Jack's name. Donations have also made from Brown Deer and Grant.

Ben Matt, a member of the Brown Deer Golf Club (1984) has made a request that the Second Team be named for Jack who actually started it about 53 years ago. His request is to call it “The Jack Kreger Kup Events” and to also have the name on the current trophy changed accordingly. Ben's request was received with enthusiasm and due to the current status of
the MCPLA 2nd Team situation will be taken under advisement at the end of the current year.

A brief discussion followed and MCPLA Clubs are encouraged to get commitments soon as participation in the event is on a “first come-first served” basis.

Second Team Rules


MILWAUKEE COUNTY PUBLIC LINKS ASSOCIATION     SECOND TEAM RULES

The purpose of the Second Team Matches is to provide a net competition among players and determine the MCPLA “Second Team Champion” annually.

1. SCHEDULE

a. There Will be five (5) scheduled Second Team Matches each Season, weather permitting.
b. Each of the seven (7) Member Clubs will field a Team of sixteen (16) players and two (2) alternates at each match. A field of one hundred twelve (112) players shall complete. Only alternates on the roster may be substituted after 10pm of the evening before the match. The original sixteen (16) "rostered" players may not become alternates. 
c. A Season Schedule will be distributed to all Second Team Captains prior to the first Match of the season.

2. ELIGIBILITY

a. Each Club shall be represented by members with Handicap Indexes up to a   maximum of thirty six point four (36.4).
b. Team members must have a minimum of ten (10) scores recorded to be eligible to compete in any Team Match. Penalty is disqualification.
c. Each Club shall monitor members’ scores for Handicap purposes to ensure members are posting scores timely, on the due dates specified in the MCPLA/WSGA Master Handicap Schedule. Penalty for violation of this rule will be a one (1) stroke reduction in the Course Handicap for each of the club members participating in that Match.

3. RULES

a. Competitions are conducted under the United States Golf Association “Rules of Golf” for Stroke Play.
b. Each Member Club will have one (1) Second Team Captain. The seven (7) Captains, plus the MCPLA Second Team Director, will serve as the Second Team Rules Committee.
c. Team Captains shall provide a copy of the Rules to each team member before they compete in their first Match of the season.
d. The Second Team Captain shall fill out a Club Roster Sheet for every Match, listing the sixteen (16) players and may include two (2) standby alternates, along with their current Handicap Indexes. This Roster will be sent to the Second Team Director, by the date specified in the Season Schedule. The Director shall make and return the pairings to each Second Team Captain, who will notify his team players of their official starting times.                                                                                                   
                      i. Rule 6-3a provides: “The player shall start at the time laid down by the Committee.” The penalty for breach of 6-3a is disqualification. However, it is a condition of Second Team competitions that, “if the player arrives at his start point, ready to play, within five minutes after his starting time, the penalty for failure to start on times is two strokes at the first hole instead of disqualification.” (See Note under Rule 6-3).
e. Team Captains will select only those players who are capable and willing to play at a pace to complete the round in accordance with the Course “USGA-WSGA Pace Rating.” Rule 6-7 states, “the player shall play without undue delay.” The MCPLA “Pace of Play” Policy will be observed. The first group to start will be considered out of position if, at any time during the round, the group is behind the prescribed schedule. Any following group will be considered out of position if it, (A) is taking more than the allotted time to play, and (B) if you are not ready to play your approach shot when the flag ahead of you is placed in the hole. It is the responsibility of the players to note whether their group is out of position. Players will NOT be informed the group is being timed. Summary of Penalties:
First Offense: Two occasions exceeding 40seconds to play a stroke one stroke penalty
Second Offense: One more occasion (total three) exceeding 40 seconds to play stroke two stroke penalty
Subsequent Offense: One more occasion (total four) exceeding 40 seconds to play stroke disqualification
           Players must proceed briskly to their balls and may play out of turn.
f. A player who cannot finish his match, due to an emergency, injury or illness, will retain all points won up to that time. Abuse of this rule may be grounds for disqualification and will be reviewed by the Rules Committee.
g. Each player shall keep the score of all four players in the group. One scorecard shall be attested by all four players, as the Official Scorecard and shall be turned in at the Score Table. It shall indicate points won, gross score of each player and the time of completion of final hole. The penalty for failure to sign the Official Scorecard is disqualification.
h. Shirts must have traditional collars; only golf slacks or knee length walking shorts are allowed, no denim. Pagers, cell phones except as noted “A multi-functional device, such as a Smartphone or PDA, may be used as a distance measuring device provided it contains a distance measuring application that meets all of the above limitations (i.e., it must measure distance only). In addition, when the distance measuring application is being used, there must be no other features or applications installed on the device that, if used, would be in breach of the Rules, whether or not they are actually used and metal or traditionally-designed spikes are prohibited, penalty for breach is disqualification.
I. In an effort to speed up play if there is doubt as to the likelihood of finding a ball or as to whether a ball is in a hazard the player may hit a provisional ball under Rule 27-2. In addition the competitors may suggest the player hit a provisional ball without being in violation of offering advice. If the original ball is found or is determined to be in a hazard the provisional ball is out of play under Rule 27-2c and you must proceed under the Rules of Golf. Each player is responsible for knowing the rules, or asking the competitors if in doubt. 
j. A player may pick up on a hole and take an X, but that player then forfeits the net score points.

4. METHOD OF PLAY AND SCORING

a. Each player in a group is playing an 8 point match against each of the other three players. Using 100% difference in Course Handicap, strokes are allocated as indicated on the scorecard. A competitor may win two points for the most holes won on the front nine; two points for the most holes won on the back nine; two points for the most holes won in the 18 holes and two points for the Net Medal score, all based on 100% of Handicap difference. In case of a tie, in any segment of the Match, each player is awarded one point.
b. Any one individual can score a maximum of 24 points within his group. Total points for each group must equal 48 points. 40 points if there are only two players.
c. The team accumulating the most points for the Season will be the “SECOND TEAM CHAMPION”. A tie for the Championship will be broken by an 18 hole Team play-off at a neutral course. Total points per group will be 32. The Second Team Director will make arrangements for the play-off.

5. DISQUALIFICATION PENALTIES

a. When a player, who has started play, is disqualified under Section II-A or B (Eligibility); Section II-E (Pace); Section III-G (Failure to sign scorecard); Section III_H (Dress Code); he shall lose all points and the other players shall recalculate their matches. 

6. PROTESTS

a. Any protest regarding scoring, eligibility, handicap or the Rules must be submitted in writing, by the Second Team Captain, to the Second Team Director within one week of the match in question or the protest will not be deemed valid. 
b. The Second Team Rules Committee will make a final determination of all protests within two weeks of the date of the protest was received.

7. PRIZES

a. County gift cards will be awarded for each of the eight hole events at each Match.
b. The annual Second Team Champion will receive a traveling trophy, provided by MCPLA. The trophy must be returned at the September MCPLA regular meeting of the following year.

8. HOST CLUB TEAM CAPTAIN RESPONSIBILITIES

a. The host club Second Team Captain is responsible to contact his Club Professional or Clubhouse Manager and Course Superintendent one month prior to the match and review the following:
                  i. Confirm the course has reservations for 112 players on the appropriate date and starting time. All Matches are currently scheduled as crossovers (but could be changed to shotgun or first tee starts if circumstances warrant), (14 groups – 56 golfers off 1st and 10th tee simultaneously)>
                  ii. Ensure that the golf course will provide a minimum of one (1) open tee time before the Second Team Match begins. At 6:30am start, May or September Cross-over, last public (nine hole only) off the 1st and 10th tees off before 6:14am. At June – August starts (6:00am), last public should be off #1 tee at least 16 minutes before our first scheduled tee time.
                   iii. Request that the golf course have a balanced setup, six holes easy, six holes moderate and six holes difficult. Course setup should not exceed 6,400 yards. No gimmicks!
b. The host Second Team Captain must review the arrangements in Section VIII A, with Course personnel, again 10 days before the Match and again the Thursday before the Match to ensure proper playing conditions.
c. The host club Second Team Captain is responsible for providing manpower to conduct the Second Team Match.
                    i. Starters are required, on #1 tee or #1 and #10 tees. They must ensure players are complying with the Dress Code and advise them that four signatures are required on the scorecard. Note: Substitutions of rostered players cannot be made after 10pm the night prior to the Match; only standby alternates may take the place of a missing rostered player. Rearrangements of the original rostered pairings is not allowed at any time.
                     ii. The Host Second Team Captain should make a serious effort to provide at least two (2) non-playing Rangers to monitor the Pace of Play of all competitors. This is imperative at all Matches.
                      iii. One (1) member is required to take scores. He should ensure all players have signed the card and verify the point totals, 48 per group, and then record the gross scores and points on the Master Score Sheet.
                      iv. The names of the Starters and the Scorers should be indicated on your Team Roster when it is submitted to the Team Director. Handicap sheets will be furnished for use on the day of the Match.
